Lt. Morris:
On June 3, 2016 at approximately 2:15 pm, I was physically intimidated and verbally threatened by Patrolman Gregory M. Cugino. (Incident report #20160603M0043)
Officer Cugino falsely accused me of violating the “panhandling ordinance”. Then, he wanted to know why I didn't play music at my parents house and told me he didn't want me playing music there. He then threatened me with harm. When I asked for his card, he said he didn't have one. Then, he said, “You know what? I'll give you my card, so you'll know my name if I see you again.”
The on-going harassment, threats and abuse from the West Chester Police Department appear to be systemic. Please have Officer Cugino removed from active duty immediately.
