Pursuant to yesterday's 2 hour meeting and your subsequent phone message, I am completely unsatisfied with the ability of the West Chester Police Department to conduct an internal investigation. After our meeting, I met and discussed the situation with my attorney. He also questioned the West Chester Police Department's ability to conduct any internal investigation, let alone an investigation of this magnitude.

On April 19, 2016, I filed a criminal complaint for harassment against borough resident Tony Waldman with Police Chief Scott Bohn. On April 20, I spoke with you about my criminal complaint against Tony Waldman. On May 17, I requested from you in writing the status of my criminal complaint. On May 26, I met with Lt. William Morris and was advised there were two investigations involving my criminal complaint against Tony Waldman:

1) As part of the WCPD's internal investigation, Tony Waldman would be brought into his office, looked in the eye and questioned.
2) An investigation into Tony Waldman's harassment was being conducted by an independent police officer that was not involved in the internal investigation.

If my initial complaint had been handled properly, I would not have been a victim of further crimes and civil rights violations. Since April 19, my civil rights have been violated by the West Chester Police Department on a multitude of occasions. The civil rights violations include, but are not limited to – impeding the pursuit of happiness; impeding the free exercise of religion; abridging the freedom of speech; infringing on the freedom of the press; interfering with the right to peaceably assemble; prohibiting the petitioning for a governmental redress of grievances; the arbitrary denial of life, liberty, and property; substantive due process; violating the prohibition against vague laws; and the equal protection of the laws.

For you to tell me on August 2, 2016, there is no record of my criminal complaint against Tony Waldman is completely unacceptable. Now, I question whether you are obstructing justice and/or the entire West Chester Police organization is systemically corrupt. I insist on an immediate redress of my grievances.

I have read read and understand this complaint and swear that is it true and correct under penalty of perjury (Pennsylvania Criminal Code, Sections 4906/4903).
